According to the 1996 Ford Contour Owner's Manual, "The instrument panel fuse panel is underneath the instrument panel on the left side. To open it, reach under the instrument panel and push the release button to the right of the fuse panel." That's about as good of a description as any you'll find. If you look under the instrument panel to the left of the steering column, you should see it.
