I just had this problem when my battery failed in my 2002 Honda Accord. It would not start, so I couldn't shift into neutral. I had 3 police officers trying to help. I was in a very busy intersection. Anyway, I called the Honda dealership while waiting for the tow truck and they gave me the answer. There is a little button on the plate where the gear shifter is located. Use a coin, your key or the tip of a credit card to lift off the little button. Once you have lifted off the button, place your key tip in the hole, push down the spring then press the break and put into neutral. It worked perfectly.
there is no neutral safety switch on 79 accords. I had 2 of them and I would start it in 1st gear alot when the clutch was stuck engaged. Dave

Jump power directly to the starter solenoid. Be absolutely certain the vehicle is not in gear if you do this, though.
There is none.
The quick and easy way would be to MAKE 100% CERTAIN THE CAR IS IN PARK OR NEUTRAL, put the key in the 'on' position, and jump the starter solenoid posts with a screwdriver.

Check the park/neutral safety switch, or clutch switch if its a manual.
The neutral safety switch on this bike is behind the oil filter's aluminum housing. Don't try to bypass the switch as this will make the bike very dangerous in starting.
