There is no OBD II port on your '93 Villager. 1995 and earlier model were equipped with the EEC or OBD I. All other models starting 1996 had OBD II. Sorry !! Now, you can access the codes on the OBD I system but, you will need to have a repair manual for detailed instructions. Get one at your local parts store.
To the right of the steering column under the dash.
The 1999 Mercury Cougar OBD 2 port is under driver side dash left of steering column
I believe the obd port is located by the parking brake and just above it.

The OBD connector is under the dash on the driver side.
The Villager does not have a test port. You need to tee into the line at the fuel filter.
