You don't. It's encoded into the PCM.
the PCM .is behind the battery under the hood.
Disconnect the negative terminal on the battery for 30 seconds. The PCM will reset.
If you get the PCM, engine wiring harness, and intake manifold from the Regal also..
I believe that there is no mechanical speed governor. It is controlled by the PCM which you would have to reprogram to increase the limit.
