not all 1995 vehicle's have OBD II, since OBD II is meant for all 1996 + vehicles. But check the emission decal under your hood, at the top tip. Though If you are lucky enough to be OBD II compliant, all OBD II senors are inside the vehicle under the dash (steering wheel).
it is located right underneath the steering wheel console. look under the driver side foot pedals. its right there near the gas and good release handles.

under the hood there is a black box that says diagnostics ,obd needs to be read by light blinking by jumping 2 conectors only 96 and above have a actual plug for scan tool
If you are referring to where a testing machine or OBD-I tester should be plugged in, typically on a Toyota they are located under the dash to the immediate left or right of the steering column.
use an OBD-I code reader.
