What size engine do you have, Engines are not all the same. BCLear. Try this anyways, Find your drive belt first, it is a long black belt about an inch wide by 1/4 inch thick with ribs on one side. One of the things it will turn is the Power Steering pump pulley. The pump will have a couple lines going to it. There will be a fluid reservior at the pump typically or another line leading off the pump to a reservior. Gms of that era will have a cap that is about 2 inches in diameter with an identification that it is power steering fluid on it.
It should be under the altanator at the back passenger side of the engine compartment

You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.
Remove the 1998 Oldsmobile power steering pump hose. Remove the power steering pump retaining bolts. Reverse the process to install the new power steering pump.
Steering wheel has to be removed. You need special tools.

The camshaft position sensor is right under the power steering pump. Remove the power steering pump to access the sensor.
On an Olds Silhouette it is under the cover for the wiper arms on the passenger side of the van

I never flushed a power steering unit in my 43 yr's of driving and never had a problem with a power steering unit, it's just a money maker for the garages and doesn't have to be done.
