on the rear of the engine, sometimes these dont have power steering ********** Power Steering pump It is on the top of the engine - passenger side of engine near the front It is about the size of your fist and has 2 hoses going into it and it has a pulley that is on your top engine belt. Cost new is $500 or more, so a rebuilt one would be a better buy. Once they start to go, the belts will squeal a bit when you make tight parking turns.
i have a 92 tercel and to be totally honest i relly dont think that the 92 tercel has power steering, mine dosent Ummm...yes they do. At least, mine does. I just replaced the power steering pump and belt. The pump is on the passenger side. (I have a 92 Tercel, 5-speed manual transmission w/AC.)
If your Tercel has power steering, use a 14mm socket to loosen the two bolts that secure the power steering pump. Then turn the long jacking screw counterclockwise to loosen the serpentine belt.

I looked everywhere in the engine compartment, did not find anywhere to check the level of fluid, much less where a power steering pump was! Does that year model even have one?

check your power steering level and see if its low or check for leaks on power steering almost looks red like transmission fluid

Yes. You'll need to swap out the steering box and rack and pinion, which means disasembling the steering linkage. Unless you have the proper tools, you wont be able to get everything apart.
