This is two of the things I know that could be wrong. The power steering pump is either bad or there is no power steering fluid in the pump causing it to have steering problems. Be sure to check the fluid level in the power steering pump.

No, you don't have to remove the power steering pump to remove water pump. You do have to loosen the 2 screws that hold the power steering pump and then move power steering pump about an inch or so, so you can have access to some of the screws that hold the water pump on.

The power steering pump is held on by 2 bolts which are accessed through holes in the pulley. The bolts are on the top and bottom of the power steering pump. You will need to use and socket extension or deep socket. Go to napaonline.com and search for 1998 olds Intrugue then power steering pump to get a view of what it looks like (the picture shows the pump rotated on its side).
You must first remove the power steering pump pulley to get access to the bolts on the pump.
