I would first check either the controls to the front heater core or a blocked front heater core. It could also be a blocked or missing heater hose to the front heater core, although that seems quite unlikley.
There is no problem. This is exactly how the FWD system works. Both front wheels do not pull at the same time.

Forced air heating works by the warm air being pumped through the system and pipes so that it radiates the heat out into the room. This is a quicker but more expensive way of heating than convection.
The back fan only works with the heating system. It only helps to blow around air when in cooling mode. In other words, it doesn't have a A/C coil like the front. Hope that helps

If you mean the fan works on high only it's the blower motor resistor.
