If it's the same as a 1999 Cherokee.......... It's under the dashboard to the left down of the steering wheel. There are about 4-6 screws that hold a small panel a 10 - 12 inches square or so. Hard to see down there. If you can get the panel off go to a auto parts place and the will.... Hopefully take it out and replace it for you. That is if it's the same as a 1999 Jeep Cherokee. if you are refering to the radiator FAN relay, it is located behind the passenger side front bumper, under the headlight.

The radiator fan relay has failed. The relay is under the front bumper cover under the right front headlight. The easyist way to access the relay is to remove right front headlight and drill a 1.5 inch hole to remove. Otherwise the entire front bumper has to be removed.

According to another posting I read, the fan relay is located underneath the front bumper cover on the passenger side. I am about to replace mine as well, seems the fan is not getting any power after testing it with a volt meter.
The 2000 Plymouth Voyager 2.4 liter engine radiator cooling fan relay switch can be found in the fuse box. The relay switch will be in the third column, fourth from the top.
4.0L it is under the housing that the upper radiator hose hooks to. 4.7L it is located under the housing that the lower radiator hose hooks to.

In the under hood fuse /relay box you will find a fuel pump fuse and also a fuel pump relay. check the fuse and you can swap the relay with another in the box. Swap with the a/c or radiator fan relay just to see if that is your problem.
