I have a 1991 Toyota pickup and the relay is on the passenger side behind the vent to the right of the glove box. If you open the glove box and persuade it to go past the stops, you can reach in and to the right and up a little where you will feel a small plastic square attached to some wires. that should be it. If you turn the vehicle on and move the fan speed switch you should feel it click.

In the relay block with the other relays.
you will find it in the heater box, also where the blower is. it is easy to remove.
on a 1989 Toyota truck it should be behind the kick panel, under the ECU
The blower motor speed resister is burned out.
Swap the relay with a known good one, many of the relays are of the same part number. Keep in mind that the blower motor relay only controls the high speed function. The blower motor speed resistor and the blower motor switch controls the lower speeds.

The 1984 Toyota pickup truck headlight relay switch can be found in the fuse box. The headlight relay switch will be at the top of the third column.
I know one is the ac clutch relay. One is the ac blower motor power. One is the starter relay.
Replace the high speed relay.
Only for the high speed blower function. The lower speeds go thru the blower motor speed resister.
