I own a 1989 300E and the cap is released when unlocking the car via central locking.If yours is not open there could be a problem with your vacuum.
That doesn't help the answer. The manual way to do it is pull the up right part of your inner trunk cover back, revealing several boxes on a panel. Reach behind that panel and you will feel a knob. Simply pull that with a bit of force and open the gas cap. It solved the problem. Once it's open, you may want to oil the locking mechanism, that was the problem with mine and was fixed with some WD40. It now works correctly again.
Don't waste your time looking inside the car. Walk outside to the right side of your vehicle and push on the side of the door nearest the front of the car.
The fuel tank lock is tied into the vacuum door lock system. When the doors are unlocked then so should the trunk and gas cap. The door lock can be released from inside the trunk.

The gas tank on a Volvo S40 can be opened by first pressing the release level under the driver's seat. The gas cap can then be unscrewed and removed to access the tank filler tube.
