Have someone trigger the release inside the passenger compartment while someone else is prying the gas tank cover with a screwdriver.
The hood on my girlfriend's Escort has issues with the hood release. I have always just stuck something in the hood release under the dash while I opened it via the lever under the hood.
Try using the key to open the lock mechanism while the door is unlocked.
Likely a stuck ring allowing blowby from the cylinder.
Stuck hydraulic lifter.
Mine gets stuck when it is cold. I just tap it(rather hard) a few times and it comes unstuck, then you have to lift the release lever again
Run for cover!

To fix the parking brake on the Escort, you need to find the problem. Make sure that the brake control in the car is releasing, then check the cables for any kinks or sticking spots. Check the cables at the brakes to see if the mechanism is stuck.
I took the bolts off the lock from the inside. Once it was lose I could see the lock well enough to pop it open w/a screwdriver. Once opened I was able to take the panel off and fix the problem.
I'm assuming that the door is stuck because the locking motor died, i had the same problem. When it first started dying i snapped the latch on the fuel door off so it wouldn't get stuck. but i think there is a manual release, i have a wagon and on that same side of the fuel door in the car under the carpet ( if you have a wagon its under the right side under the panel next to the spare tire and further back i believe there is a little wire ring and if pull it i think it is a manual release but not positive.
