if you mean the inurshia switch it might be in the top left of the trunk with a red button a little square box The inertia switch is usually located on a bracket secured to the driver side trunk arm. My '85 has the exact same setup. It took me an hour to find it, come to find out that wasn't the problem.

Open the glovebox door and it is mounted right inside on the left hand side on the dashboard, usually a bright yellow color.
As far as I know both the 5.0 and 5.8 liter V8 engines in a ( 1985 ) LTD Crown Victoria have a carburetor ( starting with the 1986 model , the 5.0 liter V8 engine was fuel injected , but the 5.8 still used a carburetor )
