The sensor is the Engine Coolant Temperature Sensor, located under the EGR, on the side of the engine between the engine and the battery.
Brass sensors can be bought at the dealer.
Apply 12 volts directly to the fan from the battery. If the fan works fine in that manner, then you have a blown fuse or defective thermal sensor. If the car has A/C and only one fan, then just turn on the ignition, and then turn on the A/C. The fan runs continuously when the A/C is on. If it is running, then the motor is good.

The speed sensor on a 1999 Saturn SL1 is under the transmission. It is below the fittings for the transmission cooler lines.

It's right next to the transmission oil filter. It has a two-wire connector plugged into it. NOTE: if you have a manual transmission, there is no trans fluid temperature sensor.

all parts of the car will work some things such as the second coolant temp sensor wont if you were going from a lets say 1993 to a 1997 because the newer models had no need for a second one but that would only effect you if you were swapping the engine block itself
