follow the muffler pipe back to the engine block, and your should see a black cord of some kind sticking out, if not then its under the gas tank or some kind of paneling. you might have to go to Google images and type in your exact type of engine and everything.

You can cross reference a RC12PYP3 or RC12YC non-platinum spark plug for a Briggs 696798. The Briggs Platinum 696798 spark plug is for a snow blower. Part number 696020 for a Platinum plug from Sears is an equivalent also.
I will assume a valve-in-block engine and the answer is an RJ19LM Champion or equivalent.
If a snow blower is not getting gas, there could be a few different problems. The fuel line could be clogged, or the spark plug might have gone bad. There could also be a hole in the fuel line.
