If you are standing in front of your truck - its on the left hand side of the motor, under the intake manifold.
The best angle of attack is to jack up the front end and set it on jack stands (cinder blocks etc) and remove the front/passenger wheel. It is right behind the upper A arm, just inside the frame.
It is a pain to replace even if you have done a starter on another vehicle and are thinking its no big deal well this one sucks!
I have turned every bolt on my truck myself and when it came to the starter - I took it to a mechanic who charged me $140-ish to replace it. This price included the new starter. Well worth it.

It is on the top of the starter. The solanoid is what the starter wires hook to.

Follow the positive battery cable. It will lead you to the starter.

Follow the positive cable from the battery. It goes to the starter which is located on the rear of the engine mounted in a cutout in the bell housing.
The starter relay on that 99 Silverado is located in the under hood power distribution center.
It is behind the starter. you can not see or get to it until you remove the starter.
