A 97 lx doesn't have a starter relay. The relay is built into the solenoid of the starter motor itself. It uses light voltage to transfer the power from the main cable to the starter motor itself.

That wire is from the starter relay and is responsible for engaging the starter when you turn the key. It connects to the starter solenoid before you put the positive lead back on the starter.
Being that there is a proverbial ton of relays in vehicles, you will have to be alot more specific as to which relay you are looking for. If it is the starter relay you are looking for try the driver side fender.
