For Toyota vehicles it is recommended to use a steering wheel puller to remove the steering wheel, but the vehicles do NOT come with one standard. You can purchase one for ~20 dollars after shipping at JC Whitney, or you can Ebay one for less than 10. If your vehicle is equipped with an Air Bag in the wheel make sure you disconnect the battery for approx 10-15 minutes before you begin the task of removing the wheel.
Adjusting the steering wheel on a 1998 Toyota Corolla is easy. All you have to is find the latch at the bottom and push in to adjust the wheel.

To remove a steering wheel, a person will need a steering wheel puller from an auto part store, from there after the airbag is removed, place the tool over the steering wheel and follow its directions. It will pull the steering wheel off by applying pressure to the middle and pulling everything else up.

You need to get a special tool, steering wheel puller. If you have it, disconnect the battery. Remove the steering wheel air bag (there are two screws holding it in place). Disconnect the bag harness. Remove the center steering wheel nut. Using the puller remove the steering wheel. Installation is reversed to removal.
