For an OBD2-b (1999+) civic, the TCU is built inside the ECU.

I do not believe there is such a thing as a tcu. there is an ECM (engine control module), and a TPS (throttle positioning sensor) TCU: Transmission Control Unit. On a Jeep Cherokee (not sure about the Grand Cherokee), it's located on the passenger side behind the dash. You can reach it from the bottom without removing anything, but it is easier of you remove the bottom of the dash.
The TCU is located on the passenger side underneath the carpet where the floor angles upwards. Just peel back and enjoy. Once you peel back the carpet you will need to remove four 10mm nuts that hold the housing to the firewall. The TCU is the unit on the right closer to the passenger door. Once the nuts are removed, unhook the two electrical connections. If you are flexible you can reach underneath and remove three 10mm bolts that hold the unit to the housing. You can now remove the unit.

I have a 1993 Mitsubishi 3000gt and the TCU is located under the console / dash. It is mounted by a metal bracket to the floor pan. You will need to remove the side carpet panels and the entire front console to access the TCU.
