Just above the A/C pulley. The a/c pulley is a large ribbed pulley that has 3 bolts and a triangular plate on it. The tensioner is small and smooth and is just above the a/c pulley. more info and a pic here. http://www.rldassociates.com/zx2/howto/belt.htm

Install a new tensioner pulley. If a serpentine belt is loose then the spring in the tensioner pulley is probably weak or the tensioner pulley is hanging up on something. Have fun! Chris
I found one for my 1999 ZX2 at the dealership. Ran about $50. dealership
Loosen the tensioner pulley. Put the fan belt around the pulleys. Pry the tensioner pulley to the right until the belt is tight. Tighten the tensioner pulley nut.
Pry up on the tensioner pulley.
The idler tensioner pulley on your 1999 Ford F3 50 pickup truck is held in place with a single retaining bolt. The retaining bolt will go through the middle of the pulley. Tighten the retaining bolt to install the tensioner pulley.
