It's behind the headlight switch inside the dash. You can get to it by popping the headlight switch out with a screwdriver (carefully). Sometimes the headlight switch is stubborn and won't release. Do not damage the dash trying to get the switch cube out because you can also get to it by removing the cover underneath the steering column and reaching up in there. sometimes it's surrounded by a piece of black foam. It's just a square plastic cube thing up in there and it's not always easy to find but it's in there. As you reach up there, feel toward the driver's side. If you are able to get the headlight switch out, look and feel to your right and kind of down. If it hasn't been messed with before, its plug is clipped onto a metal bracket immediately to the right and below the headlight switch and close to the outer panel of the dash.
It's under your dash on the right side of the steering column. it looks like a little silver metal canister. If you are talking about the turn signal/ hazzard light flasher that is.
The turn signal flasher on a 1988 Cadillac is located under the dash on the driver's side of the vehicle. It is just above the brake pedal.

It is located under the dash on the drivers side, mounted on the passenger side of the steering wheel. There are 2 flashers there. One for the turn signals and one for the hazard lights.
The turn signal flasher is next to the fuse panel at the lower left of the steering column. The hazard flasher is located to the right of the steering column.
It could be the flasher or the signal relay switch. You could take it to NAPA or Advantage and they would answer this question for sure for you.

if it only flashes fast on one side, you have bulb out on that side. If both sides are fast, change the flasher

to where is flasher located onif your talking about the turn signal flasheron my 97 Seville sts it's under the steering wheel you have to remove 2 panels and a metal plate to reach it it's a lil black square with 3 prongs located to the left right above the emergency break if it's still the one that came from the manufacturer then its gonna have a little clip on it holding it in place just disconnect the wires and push the flasher up and then it should be disconnected. i hope that i could be of some help.
