I was able to reach it by removing the ash tray and ash tray frame in a model with a console.
Normally under the dash above drivers feet.
I believe it is mounted in the fuse box
The 1998 Ford Mustang owners manual shows : fuse # 13 - 15 amp - electronic flasher fuse # 18 - 15 amp - electronic flasher which fuse is for the turn signal flasher and which fuse is for the hazard flasher it does not specify

The WAGNER 224 flasher relay on a 1993 Mustang LX 2.3liter is located behind the glove box on the left side. The factory part is blue in color. Hope this helps someone out there.

Above the radio in the single row of buttons. It's the one with red triangles on it.
On a lot of fords the emergency flasher relay flasher is located under the dash to the right of the steering column and sometimes they are far into the dash in that area.
I asked the question,but I finally found the flasher on a mounting plate above the glove box along with the seat belt buzzer and key buzzer
The horn relay is located behind the center of the dash above the turn signal flasher. It will be located above a metal dash support bracket. C187 if you search the Ford Service Manual. Note: The hazard flasher is the flasher located in the fuse panel, not the turn signal flasher.
