The turn signal flasher on a 2004 Ford Expedition is located on the driver's side just above and to the left of where the brake pedal is. Look for a small square box that has a three prong plug-in.
fuse # 22 - 10 amp - turn signals fuse # 21 - 15 amp - Turn / Hazard flasher in the fuse panel on the drivers end of the dash ( the removable plastic fuse panel cover panel is visible with the drivers door open )
First check both front and rear bulbs on whatever side you are trying to repair, it is rarely the fuse. If you still think it's the fuse, go to roadside emergencies on your owner's manual. If you do not have one, go to Ford.com and go under manuals, it will let you pull one up, then go to road side emergencies and pull up the fuses diagram.

From 1995 to 2001 Ford Explorer 4 doors it is a rotary dial on the left side of the CENTER STACK of the dash. From 2002 to 2005 Ford Explorer 4 doors , there are 3 vertical push buttons on the right side of the CENTER STACK of the dash From 2006 on, Ford Explorer 4 doors, there are 3 horizontal push buttons on the CENTER STACK of the dash located above the heater/ air conditioning selector dial.
