It's in the On-Board computer and isn't replaceable. its built-in to the alternator. Both of you are wrong!I bought one from Auto Zone it's kinda triangle shaped and flat! smaller than a pack of smokes. The guy at auto Zone told me it was on the fire wall at the back of the engine but i can't find it.It cost about $20.This is a good question! I need to know also so please!!!!!!!!!!!!!
The voltage regulation is controlled by the ECM which is located either behind the glovebox or under the left front fender behind the battery depending on if it is an earlier or later model. It would be advisable to check all the connections to the ECM and alternator and have the alternator tested before replacing the ECM (aprox. $450) I have also heard of an aftermarket kit to bypass the ECM and regulate the voltage with an external regulator as used on late 70's chryslers.
The regulator is built into the alternator.

In 1985 Ford was still using the external regulator. It was solid state and could not be adjusted. It should be found under the hood on the passenger side inner fender or on the backside of the radiator support.

Try turning on the key for a few seconds to let fuel pressure build THEN try the starter. If it's just taking a few seconds to build fuel pressure you might solve the problem by not being in such a hurry. If the engine starts right up when you do that it could indicate a bad pressure regulator or a weak fuel pump.
i would check the oil pan if its not there check the front of the block just above the oil pan if its not there then it will be near the oil filter
The 1989 Lincoln Continental brake booster is located on the firewall in the engine compartment. The brake booster will be on the drivers side of the firewall.
