The warning chime is on the instrument cluster. It needs to be disassembled to get to, and it cannot be disabled because it is tied in to the instrument cluster.

the 98 and 99 Plymouth neon's do not have a fuel filter, they have a fuel screen that right in line with the fuel pump. I found this out only yesterday when I was had to replace my fuel pump. If your car is not starting and blowing fuses for the fuel pump, you need a new fuel pump.
It is possible that the car has a governer on it which will stop the car from going faster than a preset speed. also a 98 Plymouth neon which i suspect has a 2.0 engine lacks high horsepower which is needed to make a car faster at higher speeds
Try turning the key to the on position then back to off 4 times, then press the driver's door lock button. You should hear a chime if it works.
