You need to fold down the windshield & it is inside the cowling. There is an access hole under the windshield to be able to get it out. I suggest getting a maintenance manual (Like Haynes or an online like Alldata- I have both and find them invaluable) if you plan to do any work on your Jeep. It has much useful information. It has a procedure how to remove the linkage arms from the motor to be able to get it out.

Looking in my 1989 Chevy Celebrity manual I find a park relay inside the wiper motor but no reference to an external wiper relay. There is a fuse on the fuse block.
