Possible F19 in engineroom driverside.
I don't think there is a fuse for it. I have the manual for this model (I own the car as well), and the fuse box diagram does not specify a fuse for the wipers.

The wiper relay sorts out the intermittent wipe and the parking of the wipers it's blue 6 pin it's right hand side of fuse box behind glovebox :)

There are 2 fuse panels . One is located on the side wall on the passenger side of the drivers side they are all clearly marked as to what each fuse is for . There is a fuse removal tool located inside the fuse panel . look on the door of the panel to identify which is for the wipers , It is usually the bottom fuse (20 amp) on the bottom left side of the panel . Using the fuse tool remove and inspect the fuse , even if the fuse you have taken out still looks good replace it with a new 20 amp fuse. The other fuse panel is located under the hood and is located on the drivers side of your car . The panel is about 6 inches long and 8 inches wide, remove the cover and turn it upside down it shows you where each fuse is located ,remove the windshield wiper fuse and replace with a new one
The fuse for the front windshield wipers should be located under the dash on the drivers side, in the fuse panel just in front of the door. Looking at my 1991 Subaru factory manual, I don't see a relay that is specific to the front windshield wipers. The back windshield wiper has a relay that is on top of the right rear wheel well, just behind the right rear speaker. Here's some help with diagnosing your windshield wiper issues... The alarm module should be located at the bottom of your windshield under the panel that covers your wiper motor. I've been told it could be in different spots depending on the year but the horn for your alarm should be below your wipers so you can disconnect the horn if your having troubles with your alarm. I just found mine. It is under the dashboard, above the fuse box. Near the headlight switch. Lower fuse box to gain access. It is a black box with two connectors on it. 6 and 10 pin on mine.
There is a relay on the passenger side front strut support..inside the engine compartment. Make sure you check fuse # 6 (30amp) to make sure it's good.
