TRY LOOKING on the fuse panel under the dashboard, usually left of the steering column. It should be a round or rectangle silver colored plug in flasher. If I'm wrong, go to a dealer and ask to look in an owners manual, or go to a good automotive store and look in a CHILTONS auto repair book. You could peak in it and not buy it for this object, but if you do a lot of repairs yourself, you might want to invest in one. Hope this helps!

Hazard flasher is clipped underneath the instrument panel just inside the drivers door. Signal flasher is up above the brake pedal

Your car uses a flasher which has 2 prongs and just unplugs. They are identical to the 4 way flasher in your fuse box but the turn signal flasher is usually located on or near the steering column under the dash.

Look in the fuse box. It is usually one of the cylinder shaped fuses. Usually metal colored. Pull it out and replace it.
I am not an expert on the 1990 Grand Prix but on a GM product I would look for a round flasher assembly located near the fusebox downunder on the left side of the dash.
On my 2001 it is part of the Hazard switch. You have to replace the entire switch on a 2001.

I just had this problem with my 2002 Pontiac Grand Am. The problem is a short in the "multi-function switch." When I took it to get fixed, they told me that a lot of Pontiac Grand Ams have had this problem, and mine was fixed through warranty. If that is not the problem with your car, check the "signal flasher relay." Hope I helped!
Remove the plastic piece under the steering wheel... it is hidden in there. The one behind the radio is for hazards
Many mistake the hazzard flasher for the turn signal flasher. Maybe you replaced the hazzard flasher? Also, a burned out bulb will not give enough electrical resistance to the circuit, and result in a very slow or stopped flash. Since your flasher is most likely mechanical, turn on your hazzards and put your fingers over the flasher unit. If you feel it click on & off, then you need to find the turn signal flasher.. because you are touching the hazzard flasher.
