There is no glow plug on any civic that's diesel motors, not Honda's. Question is about block heater, not glow plugs. Most Civic do not come with block heaters installed unless dealer or previous owner has installed it. On the 2000 Civic SI block heater is installed on the coolant drain plug on the engine block. This is located about 4" left of the oil dip stick. Might not be able to see with exhaust manifold. If you can see it, check to see if a wire is coming out and trace the wire to locate the plug. If not, and only see the bolt head, you do not have block heater installed.
