the twin turbo motor is much cheper to mod than the n/a because the engine was built to take force induction from factory. so all part just bolt on and the n/a is expecive to get at lest400hp

Of course it will. If we're talking about 90+ models. The two engines are mostly the same. The difference is the turbos and the engine internals. The n/a uses a vg30de and the twin turbo uses a vg30dett. Basically buy a jdm vg30dett and pop it right in. Be prepared to spend a lot of money if you do this, though.
In fact any turbo can be used on any turboed car. It will just have to be custom fitted. The real issue here is that the 94 Z is twin turbo while the 87 Z is single turbo.
