Have solved the problem. Hazard and turn flasher are one and the same unit.
Front seating area, center, under dash, front of console, mounted on firewall.
I have a 1999 Subaru Legacy Outback. The flasher on this vehicle is on the left under the steering column. It is near the small fuse box and slips over a metal clip that is mounted on the left side. I found it by turning the flashers on then listening for it. I could also feel the vibration on the flasher as it clicked. I removed the panel under the steering column to expose the area, that is held in place with a couple of screws.
Under the center of the dash, in front of the console, mounted on the firewall. This one flasher controls the hazard lights and turn signals.
Flasher should be between the radio and the glove box behind the dash. it is label with a MITSUBA and a number like 3315. Can be reached fairly easily if the glove box is removed. It is on a bracket with the illumi con unit and held in place with 3 phillips screws.
It is located behind the lower left hand dash - about where your left foot would rest while driving. It has a 3 wire connector to it. It is mounted on the topside of the dash's lower metal support bracket (chrome looking piece - at least on my 1999 Legacy), which is about 5" above the fuse box.

1990-1994 take out dashboard and it is on the left take out three screws and the bigger relay is for the blinkers.

On a 1996 Subaru Legacy, the starter relay is located under the head in the relay box. The relay box is located on the driver side at the rear of the engine.
If it had a short it would blow a fuse. You probably have a faulty flasher relay.
The fuel pump on a 2002 Subaru Legacy is located inside the gas tank.
