on the lid to the power steering pump fluid tank
power steering pump is located on the left side behind the engine if you are looking head on at the car it has a dip stick to indicate how much fluid it needs.
The power steering fluid dip stick is made to the reservoir cap. Pull the cap off to read the stick.
You will find a power steering dip stick, where the stick is metal. It's about 12 inches long (Reminds me of the Oil Dip Stick). You actually add the power steering fluid where that metal dip stick was. It's a small hole so make sure you have a funnel that will fit in it. Also, make sure that you don't overfill it as it fills up pretty fast. Good luck!
Standing in front of the car looking at the engine. On the 4 cylinder it is located on the right side right behind the power steering pump. It has a large orange loop on top. On the V6 it is located on the left side of the engine near the power steering reservoir. If you cannot see the orange dip stick it may be missing. Look for the hole it goes in.
Take of the cap on the power steering pump (located on the front lower drivers side of the motor), and the power steering fluid dip stick is attached to the bottom side of the cap.
The cap on the power steering pump has a dip stick built into it. Remove the cap and look at the dip stick. It will tell you the fluid level. If you see no fluid you are low.
The power steering on my '97 Escort LX is right next to the reservoir to the A/F, on the front of the passenger side. There is no dip stick needed since in mine, I can see through the sides to see the level just as the brake level, even though I still take off the cap. But most of the cars from the past had the dip sticks to the power steering connected to the cap, so that it showed the level when you pulled it out. The one thing I did have a time to find was the dip stick to the transmission fluid, which just blended in with the rest, except for the dot of red that was on the tip of the stick to even identify that it was there.

kia service manual does not specify the capacity of power steering fluid. Just keep adding and then run , stop check power steering dip stick, Read if necessary.
It is located on the left side back down by the fire wall passenger side on the top of pump
Use a turkey baster to remove excess fluid
