On the driver side of car under hood. Starter sits midway of engine at the bottom part of the engine.

The starter motor is located between the transmission and the engine which engages the starter clutch with the flywheel, which rotates and starts the engine.
The blower motor on a 1992 is located under the hood. It is on the firewall on the passenger side.
Its on the passenger side under the dash (you have to reach up from the floorboard, and will probably have to pull back the carpet to get to it).
Lift the hood of the Buick. Look to the right under the windshield washer fluid tank.
Under your hood there should be a diagram. a sticker on top of the radiator...in that area. If not you could probubly google "Belt diagram for 1998 buick regal" image search. make sure you get the right diagram for you motor.

under front of motor there are two bolts on bottom side of starter that's it but make shure you disconect battery and take the power wires off side of starter
You have to get under the car and change it that way.
I have a 1992 regal and it is located under the glove-box behind a piece of black plastic.
Freon valve on my 1989 Buick Regal Custom 3.1 V-6 located on driver side under the area of battery tray. Hope this helps!
the starter is attached to the motor under the flywheel. look for the battery cable going from the solonoid to the motor and that will be the starter
