Accordingly, the first Muslim Community; per Quran revelation to prophet Muhammad (PBUH); was in Mecca (Makkah) in nowadays the Kingdom of Saudi Arabia. However, the first Muslim community in a Muslim state was in Medina (also in Kingdom of Saudi Arabia).

However, if you means Islam per revelation of quran by God to prophet Muhammad through the angel Gabriel (Jibril), then it started in Mecca (or Makkah); that is currently in the Kingdom of Saudi arabia; by start of Quran revelation there.
