This is difficult to answer because depending upon the area and the railway, and era, the answer is different. The early railroads used wooden rails with steel straps on top, which was followed by iron rails. Initially, these were built on stone "sleepers", but later were built on wooden sleepers or ties. In the Southern US, many railroads were built on "stilts", essentially bridges because of the wetlands/swamps they travelled through.

In 1830 Peter Cooper built the first steam driven locomotive. By 1860 the railroad was all the way across the US.
There were 2 companies. The Central Pacific built the west side. The Union Pacific built the east side.
In the early days when the first industries were being built, most people thought the more industries that were built, the worse your industry would do. But with today's economy it's a good thing to have had those early industries to show us how supply and demand are some of the most important parts of industry today.
