There were private companies that were bringing slaves to the United States. When the slaves were freed, there were not private companies wanting to take the the slaves back to Africa, and the U.S. would have been responsible for paying to have the slaves sent back. The U.S. government thought it would be too expensive, and looked into other solutions.
New England sent distilled rum to West Africa in exchange for slaves. West Africa sent slaves to the West Indies in exchange for molasses. The West Indies sent the molasses back to New England, to repeat the cycle.
