If this happened in a smaller department (that only has one station) there would normally be a plan for this. It may be set up temporarly at the village hall or somewhere else in the area. I've seen (small) departments work out of trailers during construction. The mayor would be informed and the men in that precinct would be relocated to other precincts.

How does NASA know when the shuttle has been damaged?

A new procedure established after the Columbia burned up during re-entry is to photograph the shuttle after it enters orbit. This ensures that tiles were not damaged during the launch. The shuttle pulls up next to the Space Station and rotates to allow those on the Space Station to take detailed photos of the tiles . This is sent to Mission Control to be reviewed by engineers. In addition, the robotic arm on the shuttle has a scanner attached to its end which scans the underside of the shuttle.
