Anthony Eden, who left office in disgrace on 11th January '57. He effectively CAUSED the Suez Crisis by sending British troops in in late '56 to take the Canal Zone by force, following Egyptian leader Colonel Abdel al-Nasser's nationalisation of the Suez canal. This did away with it's ownership by a consortium of British and French companies and forced Western shipping to pay a toll fee for the use of the waterway, which severely diminished Western Europe's access to cheap Middle Eastern oil.
The crisis could have been resolved diplomatically, but Eden attempted to resolve it by force, and his Foreign Secretary Selwyn Lloyd persuaded the French and Israeli's to join the campaign. Petrol rationing was introduced in the UK, and as the fighting escalated the Soviet Union threatened to support Egypt, making veiled threats that it might launch an attack on the UK unless troops were withdrawn. No other NATO country was obliged to support Britain, as this applies only if a NATO member state is itself attacked, NOT if it is the aggressor. But had Moscow launched a nuclear attack on Britain, US military bases in England would inevitably have been among the targets, which would have been seen by the USA as an attack on it, and resulted in WW3.
The US President, Dwight D. Eisenhower, persuaded Eden to withdraw from Suez, telling him that he risked plunging the world into nuclear holocaust and going down as the worst mass murderer of all time. Eisenhower was supported in his position by the United Nations.
Eden was never again in a position of high office, and died in 1977 at the age of 80.

There were two high profile events that led to the perception that the Carter administration was a failure. First the gas crisis angered the general population. Adding to their frustration was the unending Iranian hostage crisis.
