The 1995 Windstar is OBDII compliant, despite being pre-1996. Any ODBII scanner that says it will work with Fords or supports the PWM protocol should work.
I just bought one from Harbor Freight and it's just fine. Saw a few good reviews on it before plunking down my $40.

When I bought my ford windstar it was used and later discovered the sway bar needed replacing. I am not saying that this is your problem but it is worth checking out also check you motor mounts, tires.

I have a 99 Windstar that also starts to shake at about 65mph. It also sounds like something is a bit loose on the drivers side up front. I just purchased the vehcile and was told that the tie rod end was loose and needed to replaced, not sure how much truth there is to this. I suspect there might also be something wrong with the strut. Plan on taking a closer look tomorrow because I just purchased the van this morning.
