The best departments you'll get in America are the big city cops. City cops enforce major laws such as murders, armed robberies, and a large variety of offenses. The smaller the town the more small offenses such as not fully stopping for a stop sign are strictly enforced. NYPD is one of the best. People think it's one of the worst because it has the most corrupt but it is also one of the largest departments in the world. So let's say a small town has 1000 cops with 10% corrupt (100 cops), and the NYPD has over 50,000 cops, and 10% of that is 5000 cops. It's a larger department so of course you'll hear more about corruption. They also do a lot of good. LAPD and most of deparments in California do a great job there as well. New Jersey State Police are one of the few departments in NJ that enforces serious crimes throughout the state and are very professional and courteous. A lot of police in Florida are really good people too. People in general in Florida are nicer and it's a great place to work. Don't know too much about anything out of US.

Without a more specific question, it's hard to respond to you. If you intended to ask for the ten best police departments in the world, you would then have to decide what made them the "best." That could be qualified by best educated, longest term of basic training, highest paid, lowest level of reported corruption, lowest crime rate in their operational area, and so on. Even then, there might not be enough data to provide a definitive answer.

It's unclear what you are asking. Determining the ten best police departments in the country would be strictly opinion, like the ten best movies or the ten best songs. The eight largest law enforcement agencies in the country, roughly in order, are (number of officers in parentheses)

  1. New York City Police Department (40,435)
  2. U.S. Customs and Border Protection (27,705)
  3. Chicago Police Department (13,466)
  4. Federal Bureau of Investigation (12,424)
  5. U.S. Immigration and Customs Enforcement (10,399)
  6. Los Angeles Police Department (9,341)
  7. Los Angeles County Sheriff's Department (8,438)
  8. California Highway Patrol (7,085)

I would have listed ten, but the numbers are hard to suss out after 7,000 or so.
