There is not a body of water that entirely separates England and Scotland along their borders. The west coast is separated by the Solway Firth, but only for a short distance. The majority of the border is on land.
This might possibly be a reference to the river Tweed which ends on the east coast at Berwick on Tweed ... for much of its length it forms the border between England and Scotland.
