Those which could afford the appetences of what they considered 'civilised' - a walled city for security, farming land to support the populace, a market place, temples, theatres, baths, and educational schools. There were hundreds of cities which met these criteria, but the most advanced were in Asia Minor which led in such development. Athens was able to make up lost ground when it used its military power to establish an empire and use its resources to spend on itself, however when it lost that empire it slid back into being a second rate society. Developments in the arts, literature and science were led by the Greek cities on the west coast of Asia Minor and later in Sicily, Italy and Egypt.
