Well...Nikita Khrushchev was General Secretary of the Communist Party of the Soviet Union, who ordered the East Germans to figure out some way to stop all the defections into West Berlin, or else. The "or else" were the five Soviet Ground Armies and the Soviet Air Army that were already stationed in the DDR with nothing really to do.
