I think Russia wins hands down with 11 time zones. The western most time zone would be Kaliningrad between Lithuania and Poland and the eastern most time zone is the Chukotskiy Peninsula with the town Uelen sticking out into the Bering Strait, towards Alaska.

One reason is because of their large sizes. A time zone is typically 15° wide. Some countries are much wider than that, so they have more than one time zone. A country could be smaller, but have a time zone run through it.
