Highly unlikely. If anything, less clouds would allow more sunlight to reach the surface, where it would turn into heat.
From flying over the areas where the 9/11 attacks occured obviously, that is NYC, The Pentagon, as well as Washington DC I imagine. Banning them completely that day in large cities like LA and Chicago would have caused real chaos.
