The United Kingdom offered independence from their imperial rule if Africans would fight for them. They promised the same thing to the Indians and Pakistani. They did not give them their freedom. India won it after battling for it.

I'm not sure if you can say they had a purpose. People wanted to give the blacks an opportunity to fight for their country and their freedom from slavery. The Union wanted to use the blacks to fight the war as there was a shortage of men who were joining. The Confederates hated this because most of the blacks who fought were slaves that had ran away. They feared the ex-slaves would attack their families.
