The House of Representatives is proportioned according to population in the U.S., therefore bigger states have a greater number of representatives and smaller states may only have one. Each state has 2 Senators, regardless of population, and the whole country votes on the President.

In the US, the House of Representatives is based on each states population. This is in contrast to the US Senate where two senators are alloted to each state regardless of population. The idea this is based on is that small states cannot be "overpowered" by larger, more populous states.
