There is a fuse in the fuse panel and there may also be an in-line fuse. Follow the radio power wire from the fuse panel to the radio. If it has an in-line fuse you will find it. The other fuze for the radio is under the hood in the black box marked fuzes and relays flip the lid over to see which one is the radio, I think it is the top left 20 amp Yes, you are correct. This is a 20 amp fuse and it is located on the top left (in the cluster of fuses). Additionally, if this fuse blows you may experience the instrument panel gauges not working properly (if at all) and no dome light.
The fuse for the radio is a 20 amp fuse in the fuse box under the hood. It is the relay output cavity five and will be listed on the diagram in the owner manual.

On my 97 neon the radio and interior lights are on a 10 amp circuit breaker located on the under hood fuse block. It is labeled "interior lights". I pull this breaker any time the car sits unused for two days or longer. If this is not done the battery will be drained. I do not have a light stuck on and have tried to locate the drain with no luck except that it is in this circuit.
If there is no sound coming from the unit itself check the speaker wiring. Also check the wiring harness located behind the radio. If any wires are frayed the radio will not function properly.
Try disconnecting the negative battery cable for a moment or two to reset the radio. If it still does it after reconnecting, you probably need to have it fixed or replaced.
When you look at the radio to the right there are 2 small black rubber looking dots. Take a pin and use the tip to press in and you will then be able to adjust the clock. If you don't look at the clock closely you really don't notice them.
