Pluto (.25), Saturn (.06), Mercury (.21), Mars (.09), Jupiter (.05) and Uranus (.05) have more of an eccentric orbit than Earth (.03) does.

Neptune (.01) and Venus (.01) have less of an eccentric orbit than Earth does.

In general the medium-period comets have highly elliptical orbits which tend to be modified by close encounters with the outer planets when they pass them.

Halley's comet is a famous example, with an 75-year orbit that varies between 35 and 0.6 astronomical units from the Sun, with an eccentricity of 0.967.

That seems to be Saturn, with an excentricity of 0.05415060. Jupiter and Uranus come close to that value; Neptune's orbit has a much lower excentricity.
